About the report
This year marks the 10th anniversary of the Paris Agreement and a critical moment as countries gear toward the third generation of Nationally Determined Contributions (NDCs), meaningful youth engagement is more crucial than ever. Empowering young people to be effective climate leaders is essential for forging a collective impact and solving the existential issues of climate change.
For this purpose, this research, conducted by Impact Hub Phnom Penh as commissioned by UNDP, has conducted an assessment of youth engagement in Cambodia’s NDC, focusing on challenges and enablers for youth involvement in climate policies, and proposed a roadmap for a more youth-responsive and inclusive NDC 3.0.

Report on Youth Engagement in Cambodia’s Nationally Determined Contribution
Cambodia faces high climate risks, and its NDCs show strong commitment to action. With youth making up nearly a quarter of the population, their involvement is key. This research outlines a roadmap to boost youth participation in the 2025 NDC update.
