Finance Officer
We’re seeking a fantastic and talented Finance Officer to join our lovely and caring team. This position is crucial but integral to our team, as you will manage all accounting and financial transactions for Impact Hub Phnom Penh. As a Finance Officer, you play a pivotal role in our organization. Your responsibilities are not just about numbers but about ensuring the financial health of Impact Hub Phnom Penh and contributing to its continued viability, which is in line with our vision and mission. Location: Toul Tompoung, Phnom Penh.
Commitment: Able to work full-time (8 hours daily) from Monday to Friday

Your exciting role
Key Responsibilities
- Accounting and Finance
- Manage cash for the organization, including money in and out related to the daily operations, and process cash/check withdrawals/deposits within the bank.
- Control the invoicing database, including maintaining AP and AR, preparing invoices and receipts, sending reminders to debtors, and collecting payments.
- Prepare vouchers for all expenses and post those transactions into the accounting system (Quickbooks)
- Participate in monthly closings and monthly and annual tax payments into the e-filing system.
- Prepare and maintain all financial documents related to the company’s operations, including all income and expenses, and ensure they are filed appropriately according to the retention policy and procedure.
- Support the auditing with all external auditors.
- Maintain physical count and check fixed assets and inventories.
- Projects Finance
- Assist the program team with the budget and actual expenditures to ensure compliance with donors’ requirements and other accounting rules and regulations.
- Support the program team in ensuring that taxes apply before making payments, during the procurement process, and in other supporting documents such as invoices/receipts, quotations, TORs, and contracts.
- As required, provide financial support to non-finance staff on finance policies and procedures.
- Participate in financial sharing sessions with other partners/projects when necessary.
- Operation Support
- Assist with the timesheet for related programs.
- Support the procurement processes with all logistics.
- Be responsible for registering employees into the NSSF system and filing them at the NSSF department.
- Arrange legal documentation to apply for work permits and visas for foreign employees.
- Others
- Always be friendly to members and encourage a positive atmosphere at the Hub.
- Any other tasks delegated for the management or support of Impact Hub Phnom Penh.
- Work to tight deadlines, ensuring accuracy and output quality are good.
Requirements
- Education
Bachelor’s degree in accounting, financial management or related field
- Experience
- At least two years of experience in accounting and finance in similar roles
- Familiar with financial and administrative work related to NGOs and private sectors
- Strong knowledge of financial accounting, budgeting control, and reporting principles
- Strong analytical skills, highly organized with attention to detail and ability to question the logic of information
- Knowledge of Cambodia’s Financial Reporting Standards, Cambodian taxation, compliance, laws, and regulation
- Skills in audit management, internal control, document retention
- Skills in developing procedure documentation and internal control implementation
- Be able to diagnose problems quickly and have foresight into potential issues
- Essential Skills

- Be confident working independently and as part of a team; as part of a team, you should be able to work with minimal supervision.
- Languages Required: Good oral and written communication skills in Khmer (compulsory) and English.
- Length of contract: A long-term contract that can be renewed based on performance and new opportunities confirmed by Impact Hub Phnom Penh
- Preferred but not essential: An understanding of the Cambodian startup/entrepreneurship sector, including a basic knowledge of business skills
